Texas Coastal Management Plan Content Analysis for Restoration Prioritization

This dataset was generated to synthesize environmental priorities and concerns from coastal management and restoration plans across Texas RESTORE-eligible counties. Data collection occurred between 2022 and 2023, focusing on 119 planning documents sourced from the Strategic Conservation Assessment of Gulf Coast Landscapes database and supplementary web-based searches using Managed Areas Inventory, watershed, and stakeholder lists. Through systematic content analysis, segments (such as phrases, sentences, and paragraphs) were extracted and coded according to a codebook based on the goals, objectives, and priority approaches outlined in the RESTORE Council Planning Framework. Additional coding identified county locations, critical habitats, and issues of concern. The resulting dataset provides annotated content that supports restoration planning under the Texas RESTORE Program by highlighting regional management priorities, habitat mentions, and key concerns documented in local plans.
