The level of new quality productivity in cities: constructed based on the connotation of new quality productivity3 first-level indicators of a new type of workers, new type of labor objects, and new type of labor materials. For the new type of workers, two secondary indicators, namely the structure of workers and labor productivity, and four tertiary indicators are selected. The level of new labor means is mainly manifested in the production tools directly involved in production and the infrastructure and scientific and technological innovation indirectly involved in production, and the level of production tools, two tertiary indicators are selected, namely, the level of robot application and the big data trading platform; five tertiary indicators are selected in the level of infrastructure; and in the level of scientific and technological innovation, six tertiary indicators are selected, measured in terms of technological innovation inputs and technological innovation outputs. Indicators. The new labor object is reflected in the industrial structure and ecological environment level, selected industrial structure and ecological environment 2 secondary indicators, 9 tertiary indicators."Broadband China" policy pilot cities treat=1, non-pilot cities treat=0; the year of policy implementation and after period=1, before the implementation of the policy period=0.Control variables: the selected control variables include population density (<i>lnpeop</i>), measured by taking the logarithm of the total population of urban municipal districts; economic development level (<i>lngdp</i>), measured by taking the logarithm of the per capita gross domestic product (GDP); financial correlation rate (<i>finan</i>), measured by taking the ratio of the regional deposits and loan balances to the GDP; openness (<i>open</i>), measured by taking the ratio of the total amount of imports and exports to the GDP; the ratio of the total amount of exports to the GDP; the ratio of the total amount of imports to the GDP. Openness level (<i>open</i>), measured by the ratio of total imports and exports to GDP; fiscal size (<i>fiscal</i>), measured by the ratio of general government fiscal expenditure to GDP.Mediating variables: this paper takes technological innovation capacity (<i>lninno</i>) and total factor productivity (tfp) as mediating variables. The number of green patent applications is taken as a logarithm to measure the level of regional technological innovation; the data envelopment model with global reference is used to measure the total factor productivity of the city, with real GDP as the output; the number of employees in the secondary and tertiary industries is used as the labor input; and the stock of physical capital is used as the capital input.
城市新质生产力(new quality productivity)水平:基于新质生产力的内涵构建,涵盖新型劳动者、新型劳动对象、新型劳动资料3个一级指标。对于新型劳动者维度,选取劳动者结构、劳动生产率2个二级指标,并下设4个三级指标。新型劳动手段水平主要体现为直接参与生产的生产工具,以及间接参与生产的基础设施与科技创新;其中生产工具水平下设2个三级指标,即机器人应用水平与大数据交易平台;基础设施水平下设5个三级指标;科技创新水平下设6个三级指标,分别从科技创新投入与科技创新产出两个维度进行衡量。新型劳动对象体现在产业结构与生态环境水平两个维度,选取产业结构、生态环境2个二级指标,共计下设9个三级指标。“宽带中国”(Broadband China)政策试点城市赋值为1,非试点城市赋值为0;政策实施当年及之后时期赋值为1,实施前时期赋值为0。控制变量:选取的控制变量包括人口密度(lnpeop),以城市市辖区总人口的对数值衡量;经济发展水平(lngdp),以人均地区生产总值(GDP)的对数值衡量;金融相关率(finan),以地区存贷款余额与GDP的比值衡量;对外开放度(open),以进出口总额与GDP的比值衡量;财政规模(fiscal),以一般公共预算支出与GDP的比值衡量。中介变量:本文以科技创新能力(lninno)与全要素生产率(total factor productivity,tfp)作为中介变量。区域科技创新水平以绿色专利申请量的对数值衡量;城市全要素生产率采用全局参考数据包络模型测算,以实际GDP作为产出指标,以第二、三产业从业人员数作为劳动投入指标,以物质资本存量作为资本投入指标。
