Opportunities and Vulnerabilities Map Viewer

This map viewer shows four indexes related to social opportunities and vulnerabilities by census tract and block group in Boulder County. The three indexes are: 1. Protective Factors Index (by Boulder County) 2. Human Services Index (by Boulder County) 3. Social Vulnerability Index (by CDC) 4. CO EnviroScreen by Block Group (by CDPHE) The map viewer can be used by decision-makers and community partners to inform programs, practices, services, and investments across Boulder County. It can identify areas with low vulnerability/high opportunity (lighter colors) and high vulnerability/low opportunity (darker colors). Updated July 2026.
