MK-DARK Track 28 — Empirical Closure of the Galactic Mass Discrepancy This document is a public preprint of MK-DARK Track 28, representing the final closure result of the MK-DARK research program. In this work, we demonstrate that the composite dynamical mechanism—the coupled action of (1) non-local, time-dependent relaxation of a primordial collisionless dark-matter halo, and (2) baryon-induced secular evolution driven by internal galactic structure— is not merely sufficient, but predictively unique as the origin of the Radial Acceleration Relation (RAR). Rather than performing another parameter-tuned model comparison, this paper introduces irreversible, parameter-free discriminatory tests that isolate observable dimensions accessible only to dynamical history and internal state. Competing frameworks—including MOND, SIDM with feedback, and statistical equilibrium models—are forced into this observable space and shown to fail. The paper culminates in a formal Uniqueness Theorem, proving that any model capable of reproducing the full set of galactic-scale observables must be mathematically equivalent to the composite dynamical mechanism. No memoryless or instantaneous explanation of the RAR remains viable. This result achieves empirical closure of the galactic mass discrepancy problem at galactic scales. The MK-DARK program is complete. The canon is locked.
