Microelectronics(ME)areubiquitousandessentialtonationalandeconomicsecurity.TheDepartmentofDefense(DoD)needsguaranteedaccesstomeasurablysecureMEthatmeetourcurrentandfuturesystemsrequirements.OfparticularimportancetoDoDaretheMEthatprovidetheWarfighters’edge,deliveringeffectiveandsecurecommunicationsystems,superiormilitaryweaponsystems,andsystemsthatcomprisetheUnitedStates(U.S.)strategicdeterrent.RecognizingtheimportanceofincreasingefficiencyandminimizingvulnerabilitieswithintheDepartment’sMEsupplychain,theDeputySecretaryofDefenseestablishedtheDefenseMicroelectronicsCross-FunctionalTeam(DMCFT)inJanuary2021.OneoftheDMCFT’skeyresponsibilitiesistodevelopaDoD-wideMEstrategythatincludesanimplementationandtransitionplanforasustainableU.S.ecosystemusingthebestcommercialdesign,development,operation,sustainment,andmodernizationpractices.TheDepartmentisatapivotalmomentwhereitmusttakeadvantageofthenationalinterestandfundinginMEbydevelopingaunifyingvisionandstrategytoensurenationalsecurityequitiesaremet.ThisdocumentistheDMCFT’srecommendationforawhole-of-DoDvisiontoinformDoDseniorleadersandthebroadercommunity.AstheDMCFTgathersdataonandanalyzesthecurrentstateofMEtodevelopthecorrespondingimplementationandtransitionplans,thisvisiondocumentmayberefinedorupdated.TheDMCFThascompletedavisionforMEconsistingofseveninterconnectedobjectives.Anumberofgovernmentandindustrysubjectmatterexpertscontributedtothisstrategyandwewanttothankthemfortheircontributions.
