Artifact: Sovereign by Construction. A Data-Path Architecture for Curated Retrieval-Augmented Generation in Brazilian Public Education

Supporting artefact for the article "Sovereign by Construction: A Data-Path Architecture for Curated Retrieval-Augmented Generation in Brazilian Public Education", submitted to the Journal of the Brazilian Computer Society. Project CLIMATE-AI-SBN, funded by FAPERGS and Fundacao Araucaria under grant 25/2551-0001465-4. The package contains the metadata of the 91 sources held in the curation store on 24 September 2026, one row per source with its six classification axes, its license label and the editorial decision on full ingestion, which is the input from which the rights-gate measurement reported in the article can be reproduced; the gate function that enforces the conjunctive rights invariant as it runs in production; the retrieval module carrying the approval filter, the per-source cap and the license that travels with every retrieved passage; an excerpt of the corpus schema for the two relations the article describes; and the four measurement scripts with their aggregated outputs. The curated corpus itself is not redistributed, because its sources carry individual licenses and several of them permit consultation but not redistribution, which is the constraint the architecture described in the article exists to enforce. The curation decision history is not published, because it is personal data of the project team. No account, credential, network address or host name appears in any file of this package.
