Beyond Leaders and Laggards: How Incumbents Navigate Transformative Policy Missions

This dataset contains information on the 20 largest industrial emitters in Sweden and their participation in publicly funded decarbonisation programmes between 2017 and 2024. It combines official emissions statistics from the Swedish Environmental Protection Agency with project-level data from the Industry Leap (Industriklivet) and Climate Leap (Klimatklivet) programmes. The dataset includes firm-level climate targets, funded project characteristics (pathways, emission scopes, and partners), and network structures derived from co-participation in projects. It was compiled to analyse how incumbents engage with Sweden’s 2045 net-zero target and to identify strategic roles in transformative policy missions.
