本成果是在“CDM造林再造林项目的方式和程序”和CDM执行理事会有关决议规定,以及政府间气候变化专门委员会(IPCC)有关技术方法和森林生态学理论与研究成果的基础上,提出的适于退化土地的CDM造林再造林项目的方法学。主要应用于《京都议定书》框架下CDM造林再造林项目,同时也可用于非京都议定书下的自愿者市场的造林再造林碳汇交易项目。该方法学由基线方法学和监测方法学组成。 基线方法学包括CDM退化土地再造林项目的合格性论证、项目边界确定、基线情景分析、基线情景碳贮量确定、项目额外性评价、项目情景碳贮量变化计量、项目温室气体泄漏、项目碳汇计量的方法、步骤和参数选择。 监测方法学包括CDM再造林项目边界、项目再造林活动、森林管理活动的监测方法 碳贮量变化监测的分层抽样方法和测定方法 项目温室气体排放的监测方法 项目引起的温室气体泄漏的方法 监测的质量控制和质量保证程序 以及监测结果的不确定性评估方法。 提出的CDM退化土地再造林方法学,于2006年11月获得CDM执行理事会的正式批准,成为全世界第一个被批准的CDM造林再造林方法学(AR-AM0001)。本成果提出的方法学,首次成功解决了CDM再造林项目基线、额外性、非持久性、泄漏等问题,既符合CDM造林再造林项目有关的国际规则,又符合IPCC和森林生态学的科学理论和方法,同时具有可操作性,在中国广西、山西和印度等的一些CDM再造林项目中开始得到应用。其中“广西珠江流域治理再造林项目”应用本方法学在CDM执行理事会注册成功,并成为全球首个注册的CDM造林再造林项目,在2017年前将获得230万美元的碳汇收入。同时该方法学中的一些重要内容,直接被其它新的方法学建议直接应用。
This achievement proposes a methodology for CDM afforestation and reforestation (AR) projects applicable to degraded lands, developed based on the "Methods and Procedures for CDM Afforestation and Reforestation Projects", relevant resolutions of the CDM Executive Board, as well as technical methodologies from the Intergovernmental Panel on Climate Change (IPCC) and theories and research findings in forest ecology. It is primarily applied to CDM AR projects under the framework of the Kyoto Protocol, and can also be used for carbon sink trading projects of afforestation and reforestation in the voluntary carbon market outside the Kyoto Protocol framework. The methodology consists of a baseline module and a monitoring module. The baseline module includes the eligibility verification of CDM degraded land reforestation projects, determination of project boundaries, baseline scenario analysis, determination of carbon stock in baseline scenarios, assessment of project additionality, quantification of changes in carbon stock in project scenarios, methods, procedures and parameter selection for quantifying project greenhouse gas (GHG) leakage and project carbon sinks. The monitoring module includes monitoring methods for CDM reforestation project boundaries, reforestation activities, forest management activities; stratified sampling and measurement methods for monitoring changes in carbon stock; monitoring methods for project greenhouse gas emissions; methods for monitoring GHG leakage caused by projects; quality control and quality assurance procedures for monitoring; and uncertainty assessment methods for monitoring results. The proposed CDM degraded land reforestation methodology was officially approved by the CDM Executive Board in November 2006, becoming the world's first approved CDM AR methodology (AR-AM0001). This methodology successfully addressed key issues such as baseline, additionality, non-permanence, and leakage in CDM reforestation projects for the first time. It complies with both international rules related to CDM AR projects and scientific theories and methods of IPCC and forest ecology, while being highly operational. It has been applied in several CDM reforestation projects in regions such as Guangxi, Shanxi of China and India. Among them, the "Guangxi Pearl River Basin Restoration and Reforestation Project" successfully registered with the CDM Executive Board using this methodology, becoming the world's first registered CDM AR project, and is expected to earn 2.3 million US dollars in carbon sink revenue by 2017. In addition, some important contents of this methodology have been directly adopted by other new methodology proposals.
