PROBLEM TO BE SOLVED: To provide a porous electrode substrate that can prevent a reduction in electromotive force when used for a battery. SOLUTION: A porous electrode substrate is formed of a carbon fiber sheet in which carbon fibers are bound by a binder, wherein the carbon fiber has an average fiber diameter of 4 to 20 μm, average fiber length of 2 to 30 mm, a tensile modulus of elasticity of 200 to 600 GPa, and a tensile strength of 3000 to 7000 MPa; for a dust having a particle diameter of 0.3 μm or more, the dusting amount per 1 m 2 determined in the following method is 120,000/m2 or less. The number of dusts having a particle diameter within a predetermined range is measured with a particle counter, the dusts in a gas obtained by, while causing the sheet to travel at 10 m/min, sucking in for 40 minutes at 47.2 mL/s with the use of a dust collecting hood having an opening of 500 mm×100 mm at a position 200 mm below the sheet, and a value obtained by dividing an obtained measured value by 200 m2 that is the suction area is determined as the dusting amount per 1 m2.SELECTED DRAWING: Figure 2
