Provided are a heat-resistant heat-insulating sheet that has superior heat resistance and heat insulation and is flame-retardant and lightweight， and an assembled battery in which the heat-resistant heat-insulating sheet is inserted between single cells. A heat-resistant heat-insulating sheet (10) has a total thickness of 0.1-2.5 mm and a gross heat of combustion of no greater than 1 MJ/m 2， and is provided with: a low-density layer (1) in which the proportion of a content of a clay mineral to a total content of inorganic fibers and the clay mineral is less than 50 mass%; and a first high-density layer (2) and a second high-density layer (3) provided respectively on both faces of the low-density layer (1)， wherein in each of the first high-density layer (2) and the second high-density layer (3)， the proportion of a content of the clay mineral to a total content of the inorganic fibers and the clay mineral is no less than 50 mass%， and the thickness of the first high-density layer (2) and the second high-density layer (3) is no greater than the thickness of the low-density layer (1) and no less than 0.05 mm.
