In practice, the interests of rural populations are represented in the formulation of government social welfare/safety net policies.
A 100 score is earned where all the following conditions are met:
1) the government publicly invites citizens of rural populations to provide input for policy formulation for the town/community a few times per year, and
2) functioning mechanisms are in place for citizens of rural populations to submit their input (from on/off line submission of written opinions to town hall meetings).

A 50 score is earned where any of the following conditions apply:
1) the government publicly invites citizens of rural populations to provide input for policy formulation for their town/community only once or twice a year, or
2) functioning mechanisms for citizens to submit their input (from on/off line submission of written opinions to town hall meetings) are sporadic, limited to only certain citizens, or not always in service.

A 0 score is earned where at least one of the following conditions apply:
1) the government rarely publicly invites citizens of rural populations to provide input for policy formulation for their town/community, or
2) no functioning mechanisms are in place for citizens to submit their input.
