Building Damage Survey Instrument, October 16, 2018: Wave 3a

This collection archives instruments and planning materials related to the building survey for Wave 3a of the Lumberton, NC Field Study in support of on-going research in the Center for Risk-Based Community Resilience Planning, a NIST-funded Center of Excellence. In Wave 3a, conducted in October 2018, researchers collected physical measurements of high water marks and assessments of damage to residential and commercial buildings that were sampled in Wave 1 and Wave 2 of the longitudinal field study. The purpose of Wave 3a was to augment the damage analyses completed after Wave 1 to include the impact of Hurricane Florence, and provided scoping guidance to teams arriving in later Wave 3 deployments. No human subjects research was performed during Wave 3a due to how soon the deployment was initiated after the flood event. The survey was collected using an phone application rather than paper surveys, so the document is a collection of screenshots of questions and their display logic from ArcGIS Survey123.
