<p> This record provides the AI-readable structured package for <em>SΔϕ-31 — Reopening Closed Defaults: Minimal Intervention Conditions after Governance Diagnostics (v1.0)</em>. </p> <p> SΔϕ-31 extends SΔϕ-30 by asking how a closed default can be materially reopened once diagnostics have established that formal editability is no longer trustworthy. The central claim is that a closed default is not reopened by diagnosis alone. Reopening is not a passive property of a system, but an intervention structure composed of four minimal operations: <strong>Trigger Recognition</strong>, <strong>Cost Assumption</strong>, <strong>Reopening Act</strong>, and <strong>Persistence of Re-entry</strong>. </p> <p> In formal terms, <code>D*closed → operationally open iff T_r ∧ C_a ∧ R_o ∧ P_r</code>, where <code>D*closed</code> is the closed default state, <code>T_r</code> is Trigger Recognition, <code>C_a</code> is Cost Assumption, <code>R_o</code> is Reopening Act, and <code>P_r</code> is Persistence of Re-entry. If any one of these operations fails, intervention risks collapsing into symbolic rupture only: <code>¬T_r ∨ ¬C_a ∨ ¬R_o ∨ ¬P_r → symbolic rupture only</code>. </p> <p> SΔϕ-31 distinguishes diagnosis, critique, petition, visibility, and one-time exception from operational reopening. A system may be diagnosed as closed and still remain closed. A closed default is reopened only when an anomaly is recognized as a trigger rather than tolerated as background noise, someone assumes the cost of interrupting the cheapest continuation, an excluded or suppressed alternative becomes operational again, and a durable re-entry channel persists beyond the first rupture. </p> <p> The package formalizes the cost asymmetry of reopening as <code>C(P_default) &lt; C(P_reopen)</code>. Because the default path is usually the cheapest continuation, reopening requires explicit cost assumption rather than spontaneous drift. The public petition case pattern is separated from policy judgment: it is used only to test whether a visible petitioned exception completes the SΔϕ-31 reopening sequence. It should also not be used to decide the policy merits of any public petition case. SΔϕ-31 is an intervention-layer package for determining whether a diagnosed closed default has become operationally open or merely symbolically ruptured. </p>
