Mission Cities Residual Emissions Compensation Strategies v1

This dataset is the result of a comprehensive and quantified analysis of the residual emissions compensation strategies from the 103 Mission Cities that received the Mission Label as of 15 October 2025. It examines the different options cities envisioned to compensate for residual emissions in the first version of their Climate City Contract (CCC). It also quantifies cities’ capacity to determine the origin of residual emissions, the carbon sequestration potential of different options, the timing for implementation, the attention to monitoring, reporting, and verification provisions, as well as the governance structures, planning instruments and incentives that support these efforts, through a lumped index called RESRI (Residual Emissions Strategy Robustness Index). To generate comprehensive and comparable information, this dataset relies on a labour-intensive, comprehensive process of individually reviewing and coding information across the CCCs.
