International Covenant on Multi-Alignment Diplomacy with Strategic Autonomy (ICMDSA): A Civilizational Framework for India's Global Rise and Leadership of the Global South

This research introduces the first-ever international covenant on Multi-Alignment Diplomacy with Strategic Autonomy (MDSA), authored as an independent contribution from India in 2025. Unlike the 20th-century Non-Aligned Movement (NAM), which was defensive in resisting bloc politics, this framework establishes a proactive, civilizationally rooted model for international relations where sovereign states engage in multiple alignments simultaneously while retaining full decision-making autonomy. The covenant draws upon the timeless principles of Sanātana Dharma—ṛta (cosmic order), satya (truth), and dharma (duty)—and translates them into actionable principles of diplomacy. It proposes operational mechanisms including: Bilateral sectoral alignments (AI, semiconductors, defense co-production), Multilateral coalitions (Quad, BRICS, IBSA, I2U2), Civilizational diplomacy (Yoga, Ayurveda, epics, ethical AI), Digital and frontier governance (AI ethics, cyber stability, space security), and Sustainability diplomacy (International Solar Alliance, Mission LiFE, biodiversity stewardship). The treaty text establishes a Council of Civilizations with India as Founding Chair, enshrining multipolarity, cultural pluralism, and equitable technology transfer as global norms. Domestically, the India Multi-Alignment and Strategic Autonomy Act, 2025 institutionalizes this doctrine within the Ministry of External Affairs (MEA), supported by a Civilizational Diplomacy Council of India (CDCI) and the School of Multi-Alignment Diplomacy (SMAD)—envisioned as a “Nalanda 2.0” for 21st-century diplomacy.
