These datasets accompany Professor Sarah Parks’s article, Empirically Demystifying Transfer Discretion, which analyzes 1,425 federal district court opinions issued in 2023 on motions to transfer venue under 28 U.S.C. § 1404(a). The study examines how federal district judges explain their transfer decisions and identifies patterns in their reasoning. The deposited materials contain the data underlying the article’s analyses, figures, and appendix, including case coding of each sampled opinion's characteristics, transfer outcomes, and the factors reflected in judicial reasoning.
