“MybudgetsupportsamajornewNationalNanotechnologyInitiative,worth$500million.…theabilitytomanipulatematterattheatomicandmolecularlevel.Imaginethepossibilities:materialswithtentimesthestrengthofsteelandonlyasmallfractionoftheweight--shrinkingalltheinformationhousedattheLibraryofCongressintoadevicethesizeofasugarcube--detectingcanceroustumorswhentheyareonlyafewcellsinsize.Someofourresearchgoalsmaytake20ormoreyearstoachieve,butthatispreciselywhythereisanimportantroleforthefederalgovernment.”--PresidentWilliamJ.ClintonJanuary21,2000CaliforniaInstituteOfTechnologyPresidentClinton’sFY2001budgetrequestincludesa$225million(83%)increaseinthefederalgovernment’sinvestmentinnanotechnologyresearchanddevelopment.TheAdministrationismakingthismajornewinitiative,calledtheNationalNanotechnologyInitiative(NNI),atopscienceandtechnologypriority.Theemergingfieldsofnanoscienceandnanoengineering–theabilitytopreciselymovematter-areleadingtounprecedentedunderstandingandcontroloverthefundamentalbuildingblocksofallphysicalthings.Thesedevelopmentsarelikelytochangethewayalmosteverything–fromvaccinestocomputerstoautomobiletirestoobjectsnotyetimagined–isdesignedandmade.Theinitiative,whichnearlydoublestheinvestmentoverFY2000,strengthensscientificdisciplinesandcreatescriticalinterdisciplinaryopportunities.AgenciesparticipatinginNNIincludetheNationalScienceFoundation(NSF),theDepartmentofDefense(DOD),theDepartmentofEnergy(DOE),NationalInstitutesofHealth(NIH),NationalAeronauticsandSpaceAdministration(NASA),andDepartmentofCommerce’sNationalInstituteofStandardsandTechnology(NIST).Roughly70%ofthenewfundingproposedundertheNNIwillgotouniversity-basedresearch,whichwillhelpmeetthegrowingdemandforworkerswithnanoscalescienceandengineeringskills.Manyoftheseresearchgoalsmaytake20ormoreyearstoachieve,butthatispreciselywhythereisanimportantrolefortheFederalgovernment.
