South African Local Municipality boundaries, 2009

In 2009, South Africa had 231 local municipalities operating under the country’s three-tier system of local governance, alongside 52 district municipalities and 8 metropolitan municipalities. Local municipalities were responsible for providing essential services such as water, sanitation, electricity, waste management, and local economic development within their jurisdictions. These municipalities varied in size and capacity, with some serving densely populated urban centers and others covering vast rural areas with limited infrastructure. Governance and service delivery challenges were prevalent, particularly in under-resourced municipalities.
