CWICR（建筑工程、项目、成本与资源）是一个多语言、机器可读的国家建筑工程定额数据库，覆盖30个国家/语言区域。每个定额都完全分解为工作组成和资源细分（包括劳动力、机械、材料），并保留了源语言中的单价、层次分类和物理参数。数据集以表格形式提供原始数值数据（价格、数量、时间规范），支持成本估算、跨国家价格基准测试、建筑特定LLM微调、资源规范化研究和工程量测量教育等多种应用。数据来源于公开的国家定额目录，如俄罗斯联邦统一费率、欧盟国家建筑成本汇编、美国/加拿大RSMeans风格成本数据、中国/日本/韩国/泰国/越南/印度政府发布的定额/规范目录等。数据集以Apache-2.0许可证发布，包含parquet文件（84列）、CSV和Excel目录以及本地化文档。CWICR — Construction Works, Items, Costs & Resources is a multilingual, machine-readable database of national construction rate books for 30 countries / language locales. Each rate is fully decomposed into its work composition and resource breakdown (labour, machinery, materials), with unit prices, hierarchical classification, and physical parameters preserved in the source language. The dataset serves as a tabular source-of-truth for raw numeric data (prices, quantities, time norms) and supports use cases such as cost estimation, cross-country price benchmarking, construction-specific LLM fine-tuning, resource normalization research, and quantity surveying education. It aggregates publicly available national rate catalogues, including Russian Federal Unified Rates, EU national building cost compendia, US/CA RSMeans-style cost data, and government-published quota/norm catalogues for China, Japan, Korea, Thailand, Vietnam, Indonesia, and others. Released under Apache-2.0, it includes parquet files (84 columns), CSV and Excel catalogues, and localized documentation.
