Data and code underlying the manuscript Announced, permitted, unbuilt: the grid constraint and the incidence of network costs in Europe's data-centre boom, with evidence from Spain. The archive contains the project-level inventory of announced European data-centre capacity with source-to-source traceability (62 records, 61 net, ten member states), the Eurostat and Central Statistics Office of Ireland extractions, the record of the first Spanish competitive allocation of demand access, the derived scenario grid, the source register and the coverage note. reproduce.py runs offline against the files in data/ and prints each headline quantity of the paper next to the value recomputed from the data; on this version it performs 102 checks with no mismatches and writes reproduction_report.csv. make_figures.py redraws Figures 1 and 2 from the same files as vector PDF, 600 dpi TIFF and PNG.
