Framework ZeusX Agnostic Pre-Arquitecture Desing for Complex Systems

Framework ZeusX is a formal specification for a Multi-Agent Orchestration (MAO) architecture designed to generate institutional-grade blueprints for complex sociotechnical systems — including national governance, infrastructure, public health, education, and energy — using exclusively public and imperfect data within a 10-minute core generation window. The architecture coordinates a heterogeneous team of large language model (LLM) agents under unified human sovereign direction through a structured protocol stack designated Ω1–Ω13. Central contributions include: (i) a mathematically specified self-termination subsystem (Kill Conditions KC-1 through KC-5) with explicit numerical thresholds; (ii) a three-layer Decisional Legitimacy Architecture (Ω11) formalising operator competency certification and post-decision audit procedures; (iii) a staged validation pipeline (Ω12 Chile Test, Ω13 90-Day Pilot) anchored to verifiable ROI ratios; and (iv) the No Implicit Continuation (NIC) meta-principle, requiring that every system component earn continued operation through measured outcomes rather than institutional inertia. The framework has been prospectively validated through 16 historical deployment analogs and independently processed by an autonomous AI agent (Manus), confirming replicability without operator-specific instruction. ZeusX is the scientific designation of this architecture; NeoX denotes its commercial and operational implementation. This deposit includes the formal specification document and an executable proof-of-concept implementing the framework's quantitative decision layer (Kill Conditions, Chile Test, and 90-Day Pilot scale-gating logic), with a unit test suite validating exact threshold boundaries.
