Highlightedrecommendationsfromthe2024Blueprintinclude:StrongnationalbiodefenserequiressustainedleadershipfromtheWhiteHouse.TheCommissionrecommendsreinforcingWhiteHouseleadershipbycodifyingtheroleoftheNationalSecurityAdvisorastheleaderofnationalbiodefense.15federaldepartments,9independentagencies,and1independentinstitutioncurrentlyhavebiodefenseresponsibilities,andonefederaldepartmentcannottellotherdepartmentsandagencieswhattodo.OnlytheWhiteHousecan,andtheyneedtoexercisethatauthority.AcomprehensiveNationalBiodefenseStrategyiscriticaltosuccess.TheCommissioncallsforaquadrennialbiodefensereviewthatwouldculminateinanupdatedNationalBiodefenseStrategyandImplementationPlansubmittedtoCongressbytheWhiteHouse.Biologicalthreatschange.Biotechnologychanges.Ourbiodefensemustchange,accordingly.Reducingthespreadofdiseaseindoorssaveslives.TheCommissioncallsforaresearchanddevelopmentplanwiththegoalofreducingpathogentransmissioninbuildings.DiseaseslikeCOVID-19lingerintheair.Closingwindowsandshutterswillnotdefendourbuildingsagainstbiologicalthreats.Cleaningtheairfromtheinsideoutwill.Investmentstodayensurewearepreparedtomorrow.U.S.investmentinmedicalcountermeasuredevelopmentisdangerouslyinsufficientandrequiresemergencyfundingfromCongresseachtimeAmericafacesabiologicaleventaffectingnationalsecurity.Thispanic-and-neglectcycleresultsinneedlesslossoflife.ThegovernmentmustfundthemedicalcountermeasuresenterpriseatnolessthanauthorizedlevelsandaddressneedsidentifiedbytheNationalStrategyforBiodefense.Usingbiologicaldetectionsystemsthatactuallyworkwillprotectcities.Twentyyearsafteritsimplementation,thepotentialofBioWatch(equipmentplacedinmajorcitiesacrosstheNationtodetectdeadlyairbornepathogens)remainsunrealized.CongressneednotwaitanothertwodecadestorequirethereplacementofineffectualBioWatchtechnology.Wecantransferandbuildonbiodetectiontechnologiesalreadyindevelopmenttoday.“Alone,eachofourrecommendationsfacilitatessomedegreeofpositivechange,”SenatorLiebermansaidpriortotoday’sreleaseoftheNationalBlueprint.“However,together,theyprovideablueprintforbiodefensecapableofaddressing21stCenturybiologicalthreatsandmeetingpublicexpectationsofthegovernmenttodealwiththem.”
