按照权力清单和责任清单，全面梳理编制电子证照目录，制定全市电子证照标准规范，建设市级电子证照管理系统，利用公民身份号码作为公民唯一标识，统一社会信用代码作为企业和其他法人组织唯一标识，建设电子证照库，实现群众办事“一号”申请，采用大数据存储和分析技术，有效加工整理存量和增量电子证照信息，避免重复提交办事材料。实现“一次生成、多方复用，一库管理、互认共享”。
