There were 50 stakeholders (faculty representatives, high school representatives, career advisers, representatives of higher education student organizations, ministries, adult education, and colleges) from Slovenia included in the survey. The data was collected with a questionnaire. It consisted of four sets of questions, measuring (1) the recognisability and understanding of qualifications (5 items), (2) contribution of NQF to transparency of qualifications and coordination of qualifications subsystems (6 items), and (3) the LLL support of NQF (5 items). The items were originally measured on a 5-point scale, ranging from ‘disagree’ (grade 1) to ‘fully agree’ (grade 5), but due to the small survey sample size the grades were merged into 3-point scale, with the grade 1 indicating disagreement, grade 2 undecided respondents, and grade 3 indicating agreement. The last set of items (4 items) considers (4) priorities of the NQF functions for its further development, where respondents chose between three priority levels (low, medium and high priority).
