QJ-NW represent scenarios in Group 1 (see Table 2). 1st rank represents the scenarios with the lowest risk while 7th rank represents the scenarios with the highest risk. For example, scenario QJ was ranked as the lowest risk by 2 panel members. All rows and columns add up to 29, the total number of participants. Results in bold (greater than 4) remain after elimination of weak signals to reduce the number of constraints for probabilistic inversion; hence the number of constraints is reduced from 49 to 16.
