The political legitimacy of Turkic and Mongol states in Mawarannahr rested upon two principal foundations. The first was the personal military and political authority of the ruler, while the second derived from dynastic lineage and hereditary claims to power. In Turkic political thought, sovereign authority was associated with qut — the divine fortune and heavenly mandate granted to a ruler. Following the Mongol period, descent from Chinggis Khan became the most important criterion of political legitimacy.
