Interview of Diane Watson, California State Senator for the 28th Senatorial District, about her observations and impressions of the civil disturbance. Topics include the root causes of the civil disturbance, the Los Angeles Police Department's preparedness to handle a major disturbance, the management style and political climate of the Los Angeles Police Department, and the adequacy of the Los Angeles Police Department's response to the violence. Watson concludes by offering several recommendations for improvement, all of which center on bridging the gap between law enforcement and minority communities, 1992 July 7.
