Cross-Country Dataset on Digital Public Service Maturity and SME Productivity in Europe, 2022–2023

This dataset contains harmonized country-level data on digital public service maturity and small and medium-sized enterprise (SME) labour productivity for 33 European countries. It combines the World Bank Public Service Delivery Index (PSDI), the United Nations Online Service Index (OSI), and seven service-specific GovTech indicators (I-19–I-25) for 2022 with Eurostat-based SME labour productivity measures for 2022 and 2023 and World Bank GDP per capita at purchasing power parity for 2022. SME productivity was constructed for micro, small, and medium-sized enterprises with fewer than 250 persons employed and is expressed as thousand euros of value added per person employed. The initial matched Eurostat sample included 35 countries; Portugal and Montenegro were excluded because of incomplete source data, resulting in a balanced sample of 33 countries. The repository contains the original Eurostat source extract, the processed SME productivity data, and the final harmonized analytical dataset in XLSX and CSV formats, including a variable dictionary. The dataset can be used for comparative research on digital public services, GovTech, SME productivity, digital government maturity, and economic development.
