Replication Package: Governing AI-Mediated Development in Digital Public Infrastructure

This replication package accompanies the paper “Governing AI-Mediated Development in Digital Public Infrastructure.” It provides the data, analysis scripts, supplementary tables, and documentation required to reproduce the results reported in the paper. The study investigates how AI-coding-agent activity is adopted, governed, and made visible in Digital Public Infrastructure, across three dimensions: the prevalence of detected agentic activity relative to a matched comparison corpus, the governance that repositories and their owning organizations establish for AI-authored contributions, and the visibility of AI provenance on the pull-request review surface together with its relationship to human review engagement. The analysis covers 295 repositories derived from the Digital Public Goods registry, a comparison corpus of 179 non-DPI repositories, and 6,501 closed pull requests. The package includes: Corpus construction, detection, and analysis scripts. Processed datasets used in the reported analyses, including the registry snapshot and the repository inclusion and exclusion log. The governance coding scheme (L0–L4) and the coding worksheet. Supplementary statistical tables not included in the paper due to space constraints. Data and scripts used to generate the figures and tables. Documentation describing package structure and reproduction steps. The package is provided to support transparency, reproducibility, and future research on accountable AI-mediated development in public-interest software.
