The data material contains an investigation of the total number of town clerks, municipal engineers, tax inspectors and heads of social service departments, who have all completed a short self-administered questionnaire. In addition, the top civil servants and the key politicians of selected municipalities (the 5 biggest municipalities are not included) have been interviewed in order to obtain more detailed descriptions of management conditions, including forms of co-operation and organizational framework
