PROBLEM TO BE SOLVED: To provide: a firework shell composition which is based on a biodegradable resin and allows manufacture of a firework shell excellent in solubility in water; and a firework shell manufactured using the firework shell composition. SOLUTION: The firework shell composition contains a polyvinyl alcohol represented by the general formula (I) in the figure. In the general formula (I)， R represents an optionally substituted poly(alkyleneoxy) group; and a， b and c are mass percentages representing a polymerization ratio， where a represents a value of 0.1-99 mass%， b represents a value of 0-99 mass%， and c represents a value of 0.1-99 mass%.
