This package provides a rule-agnostic, deterministic governance design for translating complex regulatory and normative frameworks into operational, machine-readable control structures.It includes structured models for risk classification, obligations, evidence requirements, decision points, escalation logic, KPIs, and auditability, designed for direct integration into technical and organizational systems.The bundle is not legal advice and does not provide regulatory interpretation for specific cases.Instead, it delivers licensable governance design IP enabling audit-ready, fail-closed, and measurable enforcement of normative requirements across organizational “stations” (e.g. procurement, data access, CI/CD, vendor management).Licensing options include non-exclusive and exclusive usage rights, with reuse, modification, and internal deployment governed by individual license agreements.The approach separates probabilistic analysis from deterministic execution, supporting scalable compliance, governance velocity, and system-level accountability.
