The objective of the policy document analysis is to assess the alignment between the design of the state agriculture budget of Tamil Nadu and the policy objectives. The dataset pertains to an examination of the fiscal allocation for agriculture in the state of Tamil Nadu, India. Tamil Nadu State has implemented a distinct budget specifically for agriculture for the years 2021–22. The study has gathered the agricultural budget for the fiscal years 2022–23 and 2023–24, respectively. The aforementioned triennial fiscal records were obtained from the official Tamil Nadu government website in its English version. The policy paper is characterised by its descriptive and qualitative quality. The study aims to gather data from the policy document regarding farm-based policies, the intended subjects of the policies, the policy instruments, and the implicit assumptions about behaviour. The study employed the READ technique for document analysis in order to extract the necessary information. READ is an acronym that stands for the following steps: ready the material, extract data, analyse data, and distil conclusions. The study conducted by Anne Schneider and Helen Gramm (1990) traced the implicit behavioural assumptions or intents associated with each policy tool. Furthermore, detailed observations and comments were provided for each policy during the study. The policy design fit has been categorised into five scales: perfect fit, superior fit, moderate fit, inadequate fit, and lack of fit. Every design fit is subject to its own set of conditions.Assessing the Policy Design Fit: A rating scale was used to assess the policy design fit between intended targets (policy subjects) and suitable policy instruments (policy makers). The study gives a fitness scale based on these given below conditions.Perfect Fit: There is a perfect fitting of policy instrument of the policy scheme with the behavioral intentions of the policy subjects.Better Fit: If slight adjustments are needed in policy design, it indicates a better alignment between the policy instruments and the behavioral intentions of the policy subjects.Moderate Fit: If the fitness is neither fit nor unfit, it is considered as a moderate fitting of policy instrument of the policy scheme with the behavioral intentions of the policy subjects.Poor Fit: If the policy scheme doesn't match the needs, indicating a requirement for better policy design, it represents a poor fit between the policy instruments and the behavioral intentions of the policy subjects.Not a Fit: There is no fitting of policy instrument of the policy scheme with the behavioral intentions of the policy subjects.By using this rating scale methodology, it can quantitatively assess the quality of design fit between policy goals and the proposed means of achieving those goals, providing valuable insights for policymakers and policy subjects.
