The working papers are contained in a special bundle and consist of a variety of loose papers referred to and created by the Auditor-General, Mr W. Campbell, in the course of his conduct of the above investigation. The investigation was announced by the Premier on 3 May 1951, following allegations of gross negligence in the placing of Transport Department contracts. Campbell was appointed to investigate and report mainly on all circumstances connected with payment on contracts for rolling stock entered into with the Commonwealth Engineering Company and Tulloch Pty Ltd, the reasons why time and penalty clauses were not inserted in such contracts, and other, more specific circumstances. The papers relate to various facets of the Auditor-General's investigative work, and include his own notes, press clippings, original and duplicate correspondence, financial records, details of contracts and various memoranda supplied as requested by Campbell. The bundle also contains some papers relating to an earlier investigation of Railway finances, in which Campbell participated in 1947. Possibly these records were used as background information for the 1951 enquiry. (13/8876-77). 2 boxes.
