In practice, child-friendly procedures exist in courts. A 100 score is earned where all the following conditions are met: 1) the criminal system has clearly defined especial court procedures and arrest conditions that take into account the needs of children, 2) these procedures and conditions are implemented as prescribed, and 3) they apply to all children regardless of whether they are defendants, victims or witnesses. A 50 score is earned where any of the following conditions apply: 1) the criminal system has defined only some especial court procedures and arrest conditions that take into account the needs of children, 2) these procedures and conditions are not always implemented as prescribed, or 3) only some children benefit from them (for example, they only protect victims but not defendants or witnesses). A 0 score is earned where at least one of the following conditions apply: 1) the criminal system lacks especial court procedures and arrest conditions that take into account the needs of children, or 2) these procedures and conditions exist but are rarely implemented.
