能源贫困是指没有电力和清洁燃料接入而无法享受到现代能源服务的状况。能源贫困指数是指用考量能源贫困的核心指标加权求和法计算得到的指数。能源贫困指数相关因素包括人均生活用电量、人均液化气使用量、人均沼气使用量、太阳能热水器与太阳房人均覆盖面积、清洁炊具普及率(每百户拥有的抽油烟机台数、每百户拥有的太阳灶)。Theil指数是度量能源贫困的区域差异程度的定量方法,Theil指数越大,表示区域差异越大。在2001-2016年《中国统计年鉴》、《中国能源统计年鉴》、《中国农村能源年鉴》和《中国农村统计年鉴》等资料基础上,汇集与中国农村能源贫困相关的因子数据(如人均GDP、劳动力受教育程度、农村供电量等26项),采用加权求和法计算中国各省(西藏、香港、澳门和台湾受资料限制没有数据)农村能源贫困指数;利用Theil指数测度中国东、中、西部农村能源贫困的区域差异程度,得到中国农村能源贫困指数及其相关因素数据集(2000-2015)。数据分析结果表明,2000-2015年中国农村能源贫困呈先增后降的“倒U型”趋势;区域差异波动较大,但整体呈缩小趋势。该数据集包括2000-2015年的以下数据:(1)中国分省农村能源贫困指数数据;(2)中国东、中、西部的农村能源贫困指数数据;(3)基于Theil指数的中国农村能源贫困的区域差异数据;(4)历年各省(直辖市、自治区)农村能源贫困指数的相关因子数据。该数据集存储为.xlsx格式,1个数据文件,数据量为153 KB。基于该数据集的分析研究成果发表在《地理研究》2018年37卷第6期。

Energy poverty refers to the situation where households are unable to access modern energy services due to the lack of access to electricity and clean fuels. The Energy Poverty Index (EPI) is an index calculated via the weighted summation method using core indicators for measuring energy poverty. Relevant factors for the Energy Poverty Index include per capita domestic electricity consumption, per capita liquefied gas consumption, per capita biogas consumption, per capita covered area of solar water heaters and solar houses, and the penetration rate of clean cookware (number of range hoods per 100 households, number of solar cookers per 100 households). The Theil index is a quantitative method for measuring regional disparities in energy poverty, with a larger Theil index indicating greater regional differences. Based on data sources including the *China Statistical Yearbook*, *China Energy Statistical Yearbook*, *China Rural Energy Yearbook*, and *China Rural Statistical Yearbook* from 2001 to 2016, 26 sets of factor data related to rural energy poverty in China (including per capita GDP, labor force education level, rural electricity supply, etc.) were collected, and the rural energy poverty index for each province of China (no data available for Tibet, Hong Kong, Macao and Taiwan due to data limitations) was calculated using the weighted summation method. The regional disparities of rural energy poverty in eastern, central and western China were then measured using the Theil index, and the dataset of China's rural energy poverty index and its relevant factors for the period 2000-2015 was established. Data analysis results show that China's rural energy poverty exhibited an inverted U-shaped trend of first increasing and then decreasing between 2000 and 2015; regional disparities fluctuated greatly but showed an overall narrowing trend. This dataset includes the following data for the 2000-2015 period: (1) Provincial-level rural energy poverty index data of China; (2) Rural energy poverty index data for eastern, central and western China; (3) Regional disparity data of China's rural energy poverty based on the Theil index; (4) Relevant factor data for the rural energy poverty index of each province, municipality directly under the Central Government and autonomous region across the years. This dataset is stored in .xlsx format, consisting of a single data file with a size of 153 KB. Analytical research based on this dataset was published in *Geographical Research*, Volume 37, Issue 6, 2018.
