C2 Multi-Agent Decision Protocol Dataset (Version 4)

A controlled benchmark of 100 four-option command-and-control decision scenarios spanning 20 scenario types. Each record includes a shared scenario, candidate actions, role-specific notes, a consensus reference action, high-risk and catastrophic-risk annotations, and human-assigned numeric profiles. The accompanying metadata file records the dataset identity, schema summary, and integrity information. The scenarios were initially drafted with LLM assistance and were subsequently reviewed and finalized by five domain-informed annotators.
