## Data and Code Availability The source code for the proposed ORA framework, baseline scheduling approaches (including DE, PSO, GTO, MGO, MPC, and SLSQP), experimental configurations, and manuscript-generation scripts are publicly available at: https://github.com/YDM-Cloud/ORA. The raw datasets and processed experimental data required to reproduce the reported experiments are archived in Zenodo: https://doi.org/10.5281/zenodo.21799937. The Zenodo repository contains the raw and processed data under `data/`, the generated experimental outputs under `results/`, and the corresponding files required to reproduce the reported scheduling performance evaluation, feasibility auditing analysis, repair-based verification, scalability assessment, and statistical validation. Third-party traces included in the dataset remain subject to their original providers' terms of use. Users should cite the corresponding datasets and original sources when reusing these data.
