Annual balance sheets and accounts were compiled in accordance with the Local Government Act, 1919, section 209, which required that: Each council shall cause annual statements of accounts to be prepared and entered in (printed) forms provided by the Minister. Such statements shall comprise statements of each fund separately and of the aggregate of all funds taken together, eg.
