During the Royal Commission of 1917-18 it was pointed out that much of the office work of the Public Service Board was purely routine and, if it were not able to be dealt with by some responsible officer, it could be scheduled instead of each case being put forward individually and dealt with by the three members of the Board successively. These volumes are schedules of routine matters covering such things as extended leave, increments, resignations, termination of services...etc. Up to 1927 "formal" and "non formal" matters are separate, the formal being arranged under headings down the page such as "Teachers"..."Extended leave"..."Increments" with the number of the papers and brief explanation of contents. The non-formal are arranged in continuous columns with the folio number, name of department, subject, decision and papers. From 1941 matters referred to the Board as a whole for approval and those referred to the Chairman sitting alone are kept separate. The schedule matters referred to the Board include folio number.
