On 14 May 1977 the Minister for Services appointed a Committee of Inquiry to "examine the present operation of the N.S.W. Fire Brigades including their a) role with particular reference to rescue work; b) administration; c) staffing; d) vehicles and equipment; and e) financing, and to make recommendations ... as to any actions it considers will increase the efficiency of the Fire Brigades and the safety of their personnel, and more effectively use their resources and manpower in serving the community." The members of the Committee were Mr K. Parkinson (Manager of the Government Stores Department and Chairman of the State Contracts Control Board), Chairman; Mr G.E. Meeve (ex-Deputy Chief Buyer, New South Wales Fire Brigades), Member; and Mr F.E. Bryce (Secretary, New South Wales Fire Brigades Employees' Union), Member. The Committee's report was forwarded to the then Minister for Lands and Services, Mr Crabtree, in November 1978, although the inquiries of a sub-committee had not been finalised.
