On 9 June 1964, the Premier of New South Wales announced the Government's decision to develop and implement a broad community programme for the care of intellectually handicapped persons in New South Wales. The first step in this programme was the appointment of a Consultative Council on the Intellectually Handicapped, whose function was to recommend ways of ensuring the effective implementation of the Government's proposals. Membership of the Council was drawn from officers of Government Departments and voluntary and other organisations involved in the care of the handicapped. The Council advised its sub-committees on the development of services for the handicapped, co-ordinated the activities of relevant organisations, and assisted in the development of a community education programme.
