本方案采用安全刚需+合规的设计思路,充分考虑XX区应急管理局面临的安全风险,依据国家信息安全相关政策和标准,坚持管理和技术并重的原则,将技术和管理措施有机的结合,建立综合防护体系,提高系统的整体安全防护水平,思想进行设计。从技术措施角度来讲,在系统的设计和实现中,严格遵守以下原则:(1)先进性和前瞻性:本系统所有的组成要素均充分地考虑其先进性,保证其在相当长的时间内具有技术优势,能够适应未来技术发展的潮流,并满足不断提升的信息化建设与应用的要求。(2)标准性:本系统采用的硬件设备及软件产品均支持国内、国际通用的标准网络协议,选用的设备和技术均符合部标、行标的统一要求,符合总体设计要求,确保在统一的标准下,实现上下级信息网络的互联互通。(3)开放性:即在遵循标准性原则的基础上,采用开放的技术、结构、系统组件、用户接口,采用开放的、通信协议和技术标准,保障系统在互联或以后的扩展过程中能够稳定有效的运行,以满足业务应用需求。(4)安全性和可靠性:设备的单点故障不影响系统其他设备的正常运行, 设备可带电修复故障而不影响系统的总体工作。(5)可扩充性:系统的结构具有可扩展性,即设备在系统结构、系统容量与处理能力、物理联接、产品支持等方面具有扩充与升级换代的可能,采用的产品遵循通用的工业标准,以便不同类型的设备能方便灵活地接入,并满足系统规模扩充的要求。(6)兼容性:根据系统开放的协议,可方便地开发系统新的应用功能要求,实现新的上层应用和不同系统之间的互联、互通、互控。系统设备满足扩充及更换部分设备时的通用性和可替换性,以及和不同厂商设备的兼容性,对系统的管理,根据需要按可分可合的要求进行组合,即在保证单独系统可独立运行的前提下,充分考虑多系统的综合管理,最终实现系统的高度集成化。(7)经济性:应急响应经过多年信息化积累,在硬件设施方面已有很多宝贵的资产。在项目的建设过程中,要充分考虑与原有信息化资产的兼容,充分利用和整合原有的信息化资产,减少重复建设,降低建设成本。4.2总体建设目标4.2.1智慧预警配合国家、省、市、区县、乡镇等不同层级的应急安全智能应用体系的实施, 推动物联传感、智能预测、实时数据分析等技术在消防、防灾减灾、安全生产、公共卫生管理等领域的普及应用,实现全环节全过程预警监管处置。允许可靠的社会力量介入数字预警平台,提供技术支撑,根据计算机模型测算自动发布一定区域范围内的预警信息。通过先进的技术实现预警信息不同层级间的共享。以实名制个人手机信号为基础,通过通讯运营商掌握人口流动信息,实现应急处置预警精准化。4.2.2智慧联动提升快速响应和高效联动处置能力水平。基于城市和社区的网格化综合管理需求,打造信息发布、信息共享、相互推送、快速反应、联勤联动的指挥中心, 建设职责匹配的应急事件协调处置流程。加强综合研判,增强应急响应的跨领域、跨部门、跨区域协同能力,实现高效处置“一件事”。4.2.3智慧监测将数据作为“智慧政府”的核心资源,依托XX大数据中心,优化公共数据采集质量,实现公共数据实时集中汇聚,加强数据治理,建立健全跨部门数据共享流通机制。对应急处置中关键的人员流动、物资流动、财富流动等数据信息做到精准监测。
This solution adopts the design concept of "security necessity + compliance", fully considers the security risks faced by the Emergency Management Bureau of XX District, follows national information security policies and standards, adheres to the principle of equal emphasis on both management and technology, organically combines technical and management measures, establishes a comprehensive protection system, improves the overall security protection level of the system, and designs the system based on this concept. From the perspective of technical measures, the following principles are strictly abided by in the design and implementation of the system: (1) Advancement and Forward-looking: All components of this system fully consider their advancement, ensuring that they maintain technical advantages for a considerable period of time, adapt to the future technological development trend, and meet the growing requirements of information construction and application. (2) Standardization: The hardware equipment and software products adopted by this system support general domestic and international standard network protocols, and the selected equipment and technologies comply with the unified requirements of ministry-level and industrial standards, as well as the overall design requirements, so as to realize the interconnection of upper and lower-level information networks under unified standards. (3) Openness: On the basis of following the standardization principle, adopt open technologies, structures, system components and user interfaces, as well as open communication protocols and technical standards, to ensure that the system can operate stably and efficiently during interconnection or future expansion, so as to meet business application needs. (4) Security and Reliability: Single-point equipment failures will not affect the normal operation of other equipment in the system, and equipment can be repaired while powered on without affecting the overall system operation. (5) Scalability: The system structure has expandability, that is, the equipment has the possibility of expansion and upgrading in terms of system structure, system capacity and processing capacity, physical connection, product support, etc. The adopted products follow general industrial standards, so that different types of equipment can be conveniently and flexibly accessed, and meet the requirements of system scale expansion. (6) Compatibility: According to the open protocols of the system, new application functions can be easily developed, and the interconnection, interworking and mutual control between new upper-layer applications and different systems can be realized. The system equipment meets the generality and replaceability when expanding or replacing some equipment, as well as the compatibility with equipment from different manufacturers. For system management, combination shall be carried out according to the requirement of "separable and combinable" as needed, that is, on the premise that a single system can operate independently, fully consider the comprehensive management of multiple systems, and finally realize the high integration of the system. (7) Economy: After years of informationization accumulation in emergency response work, there are many valuable hardware facility assets. In the project construction process, full consideration shall be given to the compatibility with original information assets, make full use of and integrate the original information assets, reduce redundant construction, and lower construction costs. 4.2 Overall Construction Objectives 4.2.1 Smart Early Warning Cooperate with the implementation of emergency and safety intelligent application systems at different levels including the state, province, city, district/county and township, promote the popularization and application of technologies such as IoT sensing, intelligent prediction and real-time data analysis in fields such as fire protection, disaster prevention and mitigation, work safety and public health management, and realize early warning, supervision and disposal throughout all links and the entire process. Allow reliable social forces to intervene in the digital early warning platform to provide technical support, and automatically issue early warning information within a specific area based on calculations from computer models. Realize the sharing of early warning information among different levels through advanced technologies. Based on the real-name registered mobile phone signals of individuals, obtain population flow information through communication operators, so as to achieve precise early warning for emergency disposal. 4.2.2 Smart Linkage Improve the level of rapid response and efficient collaborative emergency disposal capabilities. Based on the comprehensive grid management needs of cities and communities, build a command center for information release, information sharing, mutual pushing, rapid response and joint defense and linkage, and establish emergency event coordination and disposal processes that match corresponding responsibilities. Strengthen comprehensive analysis, enhance the cross-domain, cross-department and cross-region collaborative capabilities of emergency response, and achieve efficient handling of entire emergency affairs. 4.2.3 Smart Monitoring Take data as the core resource of the "Smart Government", rely on the XX Big Data Center, optimize the quality of public data collection, realize real-time centralized aggregation of public data, strengthen data governance, and establish and improve cross-department data sharing and circulation mechanisms. Accurately monitor key data information such as personnel flow, material flow and property flow during emergency disposal.
