采集6类22种气象数据、风浪预报和船舶修造企业地理信息,探究各气象要素对试航作业船舶修造工艺流程的影响。研制试航作业气象风险预报模型,搭建专业的气象服务平台,形成即时气象监测超阈值告警、小时到日的气象风险动态预警及影响提示和应对措施等数字化服务产品,实现试航作业气象风险从观测、预报预警到服务、应急处置的全流程闭环管理,有效提升企业气象风险防范能力和安全生产效率。通过实时更新的实况或预报数据,得到试航作业相应的气象要素影响等级,采用函数最大值方法,取各因子气象风险等级中的最高等级,即符合风力、能见度、降水量、有效波高天气条件之一即可判别为相应的风险,最终级别取最高的风险等级。假设试航作业的气象风险等级为Y6,具体计算公式如下:Y6=max(Yw,Yv,Yr,Yh),其中Yw为风力对应的气象风险等级,当风力>8级为Ⅰ级(高风险),当6级<风力≤8级为Ⅱ级(中风险),当风力≤6级为Ⅲ级(低风险);Yv为能见度对应的气象风险等级,当能见度≤1000米为Ⅰ级(高风险),当1000米<能见度≤2000米为Ⅱ级(中风险),当能见度>2000米为Ⅲ级(低风险);Yr为降水量对应的气象风险等级,当降雨量≥30.0毫米为Ⅰ级(高风险),当20.0毫米≤降雨量<30.0毫米为Ⅱ级(中风险),当降雨量<20.0毫米为Ⅲ级(低风险);Yh为有效波高对应的气象风险等级,当有效波高>2.5米为Ⅰ级(高风险),当0.8米<有效波高≤2.5米为Ⅱ级(中风险),当有效波高≤0.8米为Ⅲ级(低风险)。试航作业气象风险等级分3级,从等级Ⅲ级至等级Ⅰ级,影响程度逐渐增大。

This dataset collects 22 types of meteorological data across 6 categories, wind and wave forecast data, and geographic information of shipbuilding and repairing enterprises, aiming to investigate the effects of various meteorological factors on the shipbuilding and repairing workflows of vessels during sea trial operations. We developed a meteorological risk forecasting model for sea trial operations, constructed a professional meteorological service platform, and produced digital service products such as real-time meteorological monitoring over-threshold alarms, hourly-to-daily dynamic meteorological risk early warnings with impact reminders and response countermeasures. This realizes the closed-loop management of the entire meteorological risk workflow for sea trial operations, spanning from observation, forecasting and early warning to service provision and emergency disposal, effectively enhancing enterprises' capabilities in meteorological risk prevention and their safe production efficiency. Based on real-time updated in-situ observations or forecast data, the impact level of meteorological factors for sea trial operations is derived. The maximum function method is applied to select the highest grade among the meteorological risk levels of each factor: any vessel meeting one of the weather conditions related to wind force, visibility, precipitation, and significant wave height can be judged as being at the corresponding risk level, and the final risk grade is the highest one among all factors. Suppose the meteorological risk grade of sea trial operations is denoted as $Y_6$, and the specific calculation formula is: $Y_6 = max(Y_w, Y_v, Y_r, Y_h)$. Where $Y_w$ represents the meteorological risk grade corresponding to wind force: Grade Ⅰ (high risk) when wind force > 8, Grade Ⅱ (medium risk) when 6 < wind force ≤ 8, and Grade Ⅲ (low risk) when wind force ≤ 6; $Y_v$ represents the meteorological risk grade corresponding to visibility: Grade Ⅰ (high risk) when visibility ≤ 1000 m, Grade Ⅱ (medium risk) when 1000 m < visibility ≤ 2000 m, and Grade Ⅲ (low risk) when visibility > 2000 m; $Y_r$ represents the meteorological risk grade corresponding to precipitation: Grade Ⅰ (high risk) when rainfall ≥ 30.0 mm, Grade Ⅱ (medium risk) when 20.0 mm ≤ rainfall < 30.0 mm, and Grade Ⅲ (low risk) when rainfall < 20.0 mm; $Y_h$ represents the meteorological risk grade corresponding to significant wave height: Grade Ⅰ (high risk) when significant wave height > 2.5 m, Grade Ⅱ (medium risk) when 0.8 m < significant wave height ≤ 2.5 m, and Grade Ⅲ (low risk) when significant wave height ≤ 0.8 m. The meteorological risk grades for sea trial operations are divided into 3 levels, ranging from Grade Ⅲ to Grade Ⅰ, with the impact degree increasing gradually.
