Act 8 George IV no.II (25 April 1827) provided that newspapers could not be printed or published until the delivery of affidavits and certificates of recognizance to the Colonial Secretary giving full details of printers and publishers of the newspaper (see Colonial Secretary for records for the period 1827-49). Subsequently, by Act 13 Vic. no.47 (12 October 1849), it was provided that after 1 January 1850 newspaper affidavits and certificates of recognizance (excluding newspapers printed or published in the Port Phillip District) were to be filed with the 'Registrar' or Prothonotary of the Supreme Court.This volume, located in the back of the Articled Clerks Register for 1833-63, gives the following information: title of paper, name of editor, publisher and/or printer, names of sureties, date of recognizance, when received and filed, when affidavits filed, before whom acknowledged and remarks. Other entries, which vary slightly in format, give: title of paper, when affidavit of publication filed, name of proprietor, name of printer and publisher, place where printed, when bond entered into and by whom. In addition, the registration of printing presses and types is also noted, giving the following information: when notice filed, by whom given, place of business and remarks.Subsequently records created by the Prothonotary relating to newspapers for the period 1863 onwards were transferred to the Registrar General's Department pursuant to the provisions of the Transfer of Records Act, 1923, by which the Registrar General was given control over the subsequent registration of newspapers (see Registrar General, Deeds (Registration) Branch: Registers of Newspapers Recognizances and Affidavits, 4/7819-22). It appears that the newspapers registered in this volume, 4/8237, may be those newspapers which are listed in volume 3 of the abovementioned series, 4/7821, on pages 195-205.
