HOSC addresses a critical structural gap in contemporary sovereign security design: the absence of a unified operational framework capable of reasoning simultaneously about technical system state, adversarial behaviour, mission survivability, insider misuse, and non-derogable legal boundaries. Modern sovereign defence and internal-security ecosystems span deeply interconnected domains, including operational technology (OT), industrial control systems (ICS), IT and cloud platforms, space and satellite infrastructure, and mission-critical command environments. While existing standards provide mature guidance in isolated domains, they remain fragmented and insufficient under hybrid threat conditions involving cyber intrusion, insider abuse, legal overreach, emergency-powers escalation, and cascading systemic failures. HOSC is proposed as a sovereign super-layer that integrates—rather than replaces—existing sectoral controls by enforcing constitutional and legal constraints as first-class operational parameters. The architecture is structured around four constitution-anchored layers:(1) Constitutional and Dharmic Guardrails,(2) Unified Operational Visibility,(3) Legally-Boxed Adversarial Simulation, and(4) Governance and Assurance Fabric. Within this structure, HOSC defines five canonical components:Sovereign Operational Twin Mesh (SOTM) for unified technical, threat, misuse-risk, and legal-compliance state;Fractal Mission-Risk Constellations (FMRC) for multi-scale mission survivability modelling;Legally-Boxed Adversarial Intelligence Core (L-AIC) for sandboxed, mandate-bound adversarial simulation;Non-Derogable Red-Line Engine (NDRE) for policy-as-code enforcement of constitutional, human-rights, and international legal constraints; andMemory-Immune Operational Ledger (MIOL) for post-quantum-resilient provenance, accountability, and long-term auditability. Distinctively, HOSC encodes constitutional law, human-rights norms, international humanitarian law, and Dharmic ethical principles as enforceable, machine-interpretable constraints. Offensive misuse is excluded by design; adversarial intelligence is confined to authorised legal sandboxes; and all high-risk actions are immutably recorded using post-quantum-resilient mechanisms to support institutional oversight, judicial review, and strategic legitimacy. This preprint is released as a defence-only, misuse-resilient, and law-aligned blueprint for sovereign defence and internal-security institutions seeking national-scale resilience while preserving rule of law, proportionality, civilian protection, and long-term democratic accountability. It establishes clear authorship, canonical lineage, and a legally constrained architectural foundation suitable for policy, academic, and institutional evaluation.
