Priority Development Areas (HESS)

Priority Development Areas (PDA) for development of the Parcel Inventory dataset for the Housing Element Site Selection (HESS) Pre-Screening Tool. This feature set contains the PDAs used by the Metropolitan Transportation Commission (MTC) and the Association of Bay Area Governments (ABAG) for analysis and mapping related to Plan Bay Area 2050. Plan Bay Area 2050 is the latest update to the long-range Regional Transportation Plan and Sustainable Communities Strategy for the nine-county San Francisco Bay Region. The PDAs were adopted by the executive bodies of MTC and ABAG on July 16, 2020 and represent areas local jurisdictions have identified for new and/or intensified development. This PDA feature set is limited to use in general mapping and analysis related to Plan Bay Area 2050. DO NOT USE this feature layer for mapping or analysis related to either other versions of Plan Bay Area. Data and feature layers for those PDA versions are available as separate resources.
