SOLUTION: A sheet production device has a mixture part that mixes a fiber and a complex in the air， and a molding part that deposits a mixture mixed by the mixture part and heats it to mold a sheet. The complex comprises resin particles having surfaces at least partially coated with inorganic fine particles， and the complex has an average charge amount of 40 μC/g or more in terms of an absolute value.
