通过输入用户手机号，查询用户是否是黑名单号码。
1.欠费停机三个月含销户及未销户的用户。
2.恶意欠费用户，如恶意骗取国际信息台话费用户、恶意骗取异地漫游话费用户等。
3.公安机关确定的涉嫌短信欺诈、诈骗等犯罪行为的用户

This dataset allows querying whether a user is on the blacklist by inputting their phone number.
1. Users who have been suspended due to overdue payments for three months, including both those whose accounts have been cancelled and those whose accounts remain un-cancelled.
2. Malicious non-payment users, such as those who fraudulently obtain charges from international information platforms, and those who fraudulently acquire cross-regional roaming call charges.
3. Users confirmed by public security organs to be suspected of criminal activities including SMS fraud and swindling.
