"During the afternoon and evening of both 12 and 13 June 1996, a series of thunderstorms which moved over northern Windham County, Vermont, produced severe flooding. The worst flooding was along the Stile Brook, about 4 miles south-southwest of Grafton (Fig. 1). Flooding on 13 June was especially severe with many roads washed out and some areas completely isolated by flood waters.
